Subject: NCHOA Board: Minutes of March 4. 2004
MINUTES
MEETING: NCHOA Board of Directors
DATE: March 4, 2004
LOCATION: 3313 Sentinel
1. ATTENDEES: Veronica Precella, Cindy Johnson, Rich Lathrop. Because a quorum was not present, meeting was for discussion only.
2. FINANCIAL MATTERS: Phone calls and/or certified letters going to homeowners who are in arrears on dues. Bank wants 3 new signature cards: Pres., Sec’y., Treasurer.
3. AIRPORT MASTER PLAN UPDATE: Veronica and Cindy attended City’s open house on Feb. 11. We will continue to track this issue. At this time, it does not appear to have substantial impact on the neighborhood. For more information: www.ci.boulder.co.us/airport/mp_update.htm\
4. NORTHCREEK COMMUNITY SIGN: No report
5. HOT TUB: Cindy Johnson (3313 Sentinel) now has all the keys for the hot tub. Veronica notes the hot tub is beyond its design life, its controls are antiquated. Replacement in the near future is likely and Veronica recommends we begin budgeting for that. Cindy and Lana Lathrop will begin “shopping” to gather information on replacement.
6. NEIGHBORHOOD GARAGE SALE: Veronica is interested in beginning planning for a neighborhood sale, possibly in conjunction with weekend rental of a neighborhood dumpster and distribution of recycling information.
7. FUTURE SOCIAL EVENTS: Sunday Morning Coffee at the Hot Tub? Discussion tabled. Need a few more volunteers.
8. NEW BUSINESS: No quorum.
9: REPORT OF ARCHITECTURAL CONTROL COMMITTEE (ACC): Rich Lathrop shared drafts of a letter and a Covenants check-list the ACC will distribute to homeowners this spring. He shared similar documents used by Lake Valley Estates’ ACC. Rich checked with the City and learned Northcreek is on the schedule for “chip and seal” repaving of our streets this year. More details as we get them. Weekend rental of a neighborhood dumpster from BFI = $250. Western = $395, minimum. Cannot leave on City street without permit costing additional hundreds. Driveway OK.
Approved landscaping and window “bump-out” plans for 4881 Hopkins. REMINDER:
Covenants (5.1.) require submission of all plans for new building, fencing, exterior
painting, landscaping, new roofing etc. to ACC before doing the work. ACC is checking out ownership of the aging “boundary fence” (6-foot cedar). Replacement may not be

Rich Lathrop, Chair, ACC.
