MINUTES
MEETING: NCHOA Board of Directors
DATE: May 6, 2004
LOCATION: 3313 Sentinel
1. ATTENDEES: Veronica Precella, Karin Hale, Ann Crosby, Cindy Johnson, Thor Berg, Ellen Readio, Rich Lathrop, Lana Lathrop. Quorum present.
2. FINANCIAL MATTERS: President Precella committed to contacting homeowner with seriously delinquent dues. In response to a hand-written anonymous comment posted at the kiosk challenging Board expenditures for the neighborhood sale and dumpster, the Board notes its authorities at Section 5.3 and 5.5. (f) of the Bylaws.
3 NORTHCREEK COMMUNITY SIGN: Tabled, pending meeting between VP Karin Hale and Landscape Committee Chair Ellen Readio.
4. HOT TUB: Cindy Johnson is talking with Advanced Water Care regarding treatment of the decking surrounding the hot tub. She plans to have prices for necessary work by the June Board meeting and an estimate for the cost of periodic cleaning of the bathrooms.
5. NEIGHBORHOOD GARAGE SALE, RECYCLING, DUMPSTER EXTRAVAGANZA
Updated plans for newspaper ad, charity truck and dumpster rental. Events set for:
May 15 - sale. May –17 charity truck (Lathrops’ driveway) May 17 - 24, dumpster (Veronica’s driveway).
6. FUTURE SOCIAL EVENTS - Tabled, pending new volunteers. Rich noted several neighbors have expressed interest in a Northcreek directory. They’d like to know more about their neighbors and have more contact. Rich committed to provide those names to Cindy who expressed interest in making some preliminary contacts.
7. ARCHITECTURAL CONTROL COMMITTEE - Rich submitted the ACC activities report for April (e-mail copy available to anyone interested). Highlights: approved a landscape/deck project, received request for paint approval, added three owners to e-mail list, City trimmed tree obscuring stop sign at 4888 Hopkins in response to our inquiry.
The Board discussed first Northcreek Walk-around as described in the letter and draft checklist we distributed with Bylaws and Covenants to each owner in March, 2004. The Board agreed the first Walk-around (in May) will be a “dry run,” without deadlines for compliance. In June, we will repeat the tour. Items still needing correction will be assigned a time frame as provided for in the Covenants: 30 days for “lot clean-up and three months in the case of required structural maintenance.”
Discussion noted that at least 8 yards are in serious condition, having gone mostly to weeds. The Covenants we all agreed to with our neighbors include this language: “The owner of each Lot shallat alll times thereafter, keep the structures and grounds on each Lot well preserved and shall keep the Lot neat and orderly and free of all trash, rubbish, debris, unsightly objects or materials of any kind, and weeds or plants infected with noxious insects or plant diseases.” In the event of an Owner default, the Covenants provide for enforcement by the ACC or the NCHOA.
8. NEW BUSINESS – ROOFING: The Board approved a second color for replacement roofs in Northcreek: Tamko Heritage Series Olde English Pewter. PLEASE NOTE: Pewter joins Tamko Heritage Series Weathered Wood as the only approved roofing materials to replace your Woodruff® roof. Woodruff, in only one color, was chosen by Northcreek builder Ashland Homes to provide some visual uniformity to a small neighborhood with homes located close together. Adding one color will allow Owners to select a lighter colored roof without producing visual “checkerboarding.”
9. ADJOURN Next Board meeting: Thursday, June 3 7 - 8 p.m. at 3313 Sentinel
