Board Minutes, June 2004
MINUTES
MEETING: NCHOA Board of Directors
DATE: June 3, 2004
LOCATION: 3313 Sentinel
1. ATTENDEES: Veronica Precella, Karin Hale, Ann Crosby, Cindy Johnson, Rich Lathrop. A quorum was present.
2. FINANCIAL MATTERS: Delinquent dues – “check’s in the mail” from last two homeowners in arrears.
3. NORTHCREEK COMMUNITY SIGN: tabled again pending meeting between K. Hale and E. Readio. Ellen has suggested simply power-washing. Months ago, Paul Hastings had received a bid of ± $640 to refurbish the existing sign. Some have suggested an etched-stone sign, no sign at all, no refurbishing. Some noted the sign does introduce newcomers or visitors to the neighborhood. What does it say about the neighborhood? We may poll the Owners on this one.
4. HOT TUB: Deck treatment: Advanced Water Care (AWC) was not interested in treating the deck. Cindy Johnson is awaiting bid from independent contractor. AWC would do twice-monthly bathroom cleaning for $50/month. Board authorized up to $30/month or will seek another option. Hot-tub committee will provide cleaning and bathroom supplies. Replacement of the hot-tub would require Owners’ approval. We may poll the owners and provide options/cost figures at Annual Meeting in November.
5. NEIGHBORHOOD “EXTRAVAGANZA” RECAP: Board members reported that positive feedback on the garage sale/recycling/dumpster event.
6. FUTURE SOCIAL EVENTS: This item is slow to take off. Cindy will follow up with a few neighbors who have expressed some interest in helping out. The Board may arrange a Sunday brunch pot-luck to test interest. We thought a brunch would be better than an evening (mosquito) event. Volunteers will be asked to help out with ONE project or to help out for a finite – and SHORT – time. Possibilities: Sunday Morning Coffee at the Hot Tub, Volleyball, Potlucks, Northcreek Directory.
7. ARCHITECTURAL CONTROL COMMITTEE: ACC Chair Rich Lathrop reported on Northcreek’s first walk-around for covenant compliance. Some 20 homes had no check-list items needing correction; 24 had 1 item, 19 had 2 items, 5 had 3 items and only 3 homes had more than 3 items needing attention. ACC will revisit at the end of June. Thor Berg has produced an Excel spreadsheet to track these compliance matters.
Rich submitted the ACC activities report for May.
8. NEW BUSINESS: UCAR tree problem: Large tree threatens to fall onto UCAR parking lot (on N’creek’s western periphery). UCAR argues tree removal is NCHOA responsibility. Our documents make it appear that maintenance is the responsibility of easement holders Boulder-White Rock Ditch Company and/or City of Boulder. UCAR has offered to allow us to share in the cost ($960) of removing the tree. A UCAR para-legal has also advised us that UCAR may have to take “other action” soon. Veronica sought and received Board approval for two hours of attorney time to ascertain our position. Motion: Hale. Second: Johnson. Vote: 4-0 In the past, Northcreek has been lucky enough to have an attorney in the neighborhood to provide occasional advice. If there is an attorney in the neighborhood now who could help out from time to time, we’d love to hear from you.
Rental licenses. In researching the status of a Northcreek property, Veronica visited a City of Boulder website www.ci.boulder.co.us/buildingservices It appears that several Northcreek rentals do not have required rental licenses. Veronica will be following up with the City to ascertain the timeliness of the website’s data. Apparently renting without a license exposes Owners to substantial fines.
9. ADJOURN: Next meeting: Thursday, July 1, 7-8 p.m. at THIS IS A CHANGE the Lathrops’ house at 4874 Hopkins Pl. NCHOA thanks Cindy Johnson for hosting our meetings for the past several months.
