Board Minutes, August 2004
MINUTES
MEETING: NCHOA Board of Directors
DATE: August 5, 2004
LOCATION: Ann Crosby residence, 4847 Hopkins Place
1. ATTENDEES: Veronica Precella, Ann Crosby, Cindy Johnson, Rich Lathrop. A quorum was present.
2. FINANCIAL MATTERS: We have had no response to our recruitment for a new Treasurer. We remain hopeful that someone will step forward to help in this important job. Rich will deliver notices to homes not on the neighborhood email list. Thirteen homes have not yet paid their July dues ($90). Two homes are $180 in arrears.
3. HOT TUB: Bathrooms are now being cleaned twice/month @ $30. Board authorized Cindy to contract with Jeff Newman to repair/treat hot-tub deck. Work will be scheduled for the week of Aug. 16.
4. SOCIAL COMMITTEE: The Board will host an FAC, August 27, at the hot-tub area 6 – 8 p.m**. Free** beer, wine, soft drinks and munchies will be provided (NOT from HOA funds). Chair: Cindy Johnson
5. ANNUAL MEETING: The Board began planning for the November Annual Meeting. We expect to put a number of issues before the membership this year. Candidate issues include: Hot tub – replace, remove? Community sign: repair, replace, remove? Management vs self-management. Stagger terms for officers? Change Annual Meeting to summer? Dues increase: $5, $10, $20 /month? We plan to provide data and poll Owners on these issues during September so that people will have an idea of how they want to vote at the Annual Meeting. Without polling, we could spend the entire Annual Meeting on a single issue.
We also ask neighbors: Please consider supporting your community by serving on the Board during 2005. Without more participation, we may want to consider dissolving the HOA and Covenants. For most Board members, the commitment consumes 2 or 3 hours per month.
6. ARCHITECTURAL CONTROL COMMITTEE: ACC chair Rich Lathrop submitted written July Activity Report (available by email to any interested NC resident). The ACC visited 24 properties that received 30-day notices to correct Covenant items noted in the June 29 followup. Of the 24, 7 had performed needed corrections; 17 had not. The Board authorized Rich to send Notice of Non-Compliance to the 17. That completes the notification requirements. The HOA is now entitled to enter onto any property not in compliance, perform the needed work and bill the Owner.
7. “COTTONWOOD” TREE Ominous portent. Veronica received a call from a paralegal for UCAR asking for the proper spelling of her name. The tree issue, questions about “the boundary fence,” maintenance issues in the bike path and ditch company easement areas, potential liens…all point to emerging legal needs for the HOA. Existing budget and dues (unchanged in 12 years) were set to pay for minimal operations: gas for hot tub, water and mowing of common areas, etc. Now, our infrastructure is crumbling and legal needs are growing.
8. NEW BUSINESS: Veronica will review the Board’s insurance policies (one such annual review is required in the Covenants). Board agreed to authorize Ellen Readio to spend up to $250 to replace antiquated controller for common areas sprinkler system. Motion: Johnson. Second: Crosby. Vote: Unanimous.
9. ADJOURN: At 8:20 p.m. Next Board meeting is Thursday, Sept. 2, 7 – 8 p.m. at Lathrops’ – 4874 Hopkins Pl.
