Board Minutes, October 2004
Date: Thu, 21 Oct 2004 14:56:10 EDT
Subject: HOA Board Meeting Minutes for October 7
MINUTES
MEETING: NCHOA Board of Directors
DATE: October 7, 2004
LOCATION: Lathrop residence, 4874 Hopkins
1. ATTENDEES: Veronica Precella, Barbara Ditmars, Cindy Johnson, Ellen Readio, Rich Lathrop. A quorum was present; September Minutes were approved w/o changes.
2. FINANCIAL MATTERS. Barb Ditmars presented Treasurer’s Report for 2004, current through October, 2004.
3. HOT TUB Good news! A hot-tub company consulted by Cindy Johnson concludes that our fiberglass tub should be good for another 5-6 years. Replacement at that time will be approx. $5,000 plus inflation. Most associated components have already been replaced. Thus, replacement of the hot-tub will be taken off the agenda for the Annual Meeting in November. In the process of this inquiry, the Committee learned that we are “getting a good deal” on our current level of maintenance/service on the hot tub.
4. SOCIAL COMMITTEE No report.
5. ANNUAL MEETING President Veronica Precella is still working to frame issues for neighborhood discussion before Nov.7 Annual Meeting (“official” notice yet to come). Neighbor Mike Kingery has created a Yahoo forum where we can discuss issues without overloading people’s email boxes. Click here
6. ARCHITECTURAL CONTROL COMMITTEE Chair Rich Lathrop reported on ACC activities for September (report available online to anyone interested). Highlights mentioned: Resolution of barking dog problem with cooperation of great neighbors (9/5);
HOA cleanup of 4888 Hopkins, compensation by absentee homeowners; discovery that NSHOA incorporation had lapsed; began process to re-establish incorporation through Secretary of State’s office.
Rich reported on Sept. 21 meeting with Attorney Jerry Orten of Orten & Hindman regarding Northcreek liens and Covenants enforcement. Rich received assurance that our liens are legal and appropriate and sufficient for filing with the County Clerk. Orten discouraged the use of our proposed Notice of Intent to File a Lien as unnecessary.
Rich also moved the adoption of “Reasonable Care Standards for Lawns, Yards and Landscaping in Northcreek.” Second by Cindy Johnson. Vote: 5-0. These standards will be used in the ACC walk-around in the spring of 2005. Copies will be distributed electronically to those on the community email list. Hard copies will go to homeowners not on the list.
Veronica and Rich reported receiving a letter from a homeowner in response to a request from the Board seeking to avoid a confrontation over non-compliance with the Covenants. The Board agreed the letter was non-responsive to our request; no final decision was made on subsequent action.
7. “THE TREE” Veronica reported on the receipt of an attorney opinion that “if removal of a tree in the easement is necessary, it is the ressponsibility of the Association.” That will mean an expenditure of well over $1,000. UCAR had offered to use its contractor to trim the tree at an expense to Northcreek of $960. The Board voted to seek additional opinions before undertaking such an expense.
8. LANDSCAPE The Board clarified to Landscape Chair Ellen Readio that it had authorized an expenditure up to $500 for replacement of the sprinkler system control. The August Minutes noted the Board had approved $250, an insufficient amount. The Board had actually approved the higher amount; the Minutes were incorrect.
9. NEW BUSINESS None.
10. ADJOURN 8:20 p.m. Next meeting: Thursday, Nov. 4, from 7 - 8 p.m. at Lathrop home, 4874 Hopkins Pl.
POSTSCRIPT
Changes to Northcreek email list: Change William Widener from Earthlink to wmwidener@comcast.net. Add Heather Harding: hvossler@hotmail.com. Add former NC Treasurer Ann Crosby: acrosb1@msn.com.
LISTFUSION…I added several of NCreek’s Democrats to a separate email list that has some overlap with this one. If you do NOT want to receive the information I have been sending on that list, please let me know. I will remove you immediately with absolutely no hard feelings. I did offer an “opt out” in an early message, but apparently not everyone saw that.
